It didn't come with any instructions - do you just dip the heated soldering iron tip in it?

First, before heating, use bronze or steel wool to wipe the crud off the tip. The heat it to working temperature and tin with a little solder. Then clean the tip in a brass or natural sponge. Dip the tip into the tinner briefly. Finally one last tripo to the sponge and you are ready to go. It's tedious but the results are worth the trouble if you take pride in your work.

About how many applications does this size provide?

It's going to depend on wire size or size of item tinning. I'm using 22 to 16 Awg wire and I have tinned some where around 75 to 100 wires and I have 25% remaining

is this just solder or is it like a paste?

It's a densely-packed cake of powder. When you put the hot iron tip into it, it melts around the tip like solder and gets shiny like solder.

I bought this and the "hakko 599b-02 solder tip clean" to clean my pyrography tips. however, neither item came with instructions. can anyone help?

Does a pyrographer need to clean their tips? Don't you just burnish your wood? This stuff, just like the Hakko product, both cleans the tip of a soldering iron and tins it very thinly. This helps greatly in heat transfer and helps to transfer solder when soldering. You, on the other hand, probably don't care for the tin. So you might just want to look for ammonium sulfate, or you could just keep a wet sponge on hand and some of that brass swarf that us solderers like as well.
