Can i use this to connect an old samsung monitor with audio (with vga cord) to a new pc tower through the hdmi alone?

You'll need an aux cord to transfer audio. VGA will only carry video

Has anyone with the rasberry pi 3 b+ had problems with the audio feedback? i get video but no audio. tried headphones and bluetooth.

I had to go into the hdmi output settings and disable the hdmi audio. After that I had normal audio on my laptop.

Will this work with a Nintendo Switch Dock so i can play on my pc monitor?

It should. The I was sent was broke. I would suggest ordering from a different company I purchased from cause I wouldn't recommend ordering from BenfeiDirect.
