What is the maximum ram memory speed? It says 7000 however will it go up to 7600?

I installed 7600 RAM and it is fine. You can google to see the approved RAM for the motherboard.

Can you still use DDR4 with this motherboard?

Actually the (z790-a) is ddr5. The (z-790-a D4) is ddr4.

What is the minimum power supply needed to get the motherboard running?

This is a high end motherboard that has lots of expansion possibilities. I'm building one soon and will use a Corsair RM1000x, 1,000 watt, power supply. The power supply affects everything in a build permanently, si it doesn't make sense to cut corners with a component as important as a power supply. If you don't use a high end GPU originally, you might upgrade later on. If your power supply is not up to the task you will buy one then. I will not build for a customer with less than an 800 watt, Gold rated, power supply. Remember everything that is attached to your motherboard will draw power from it. It just does not make sense to go cheap on the PSU in a thousand dollar build.
