No it really stings and makes you cry. It's very good for top line and perfect flicks

Yes it says matte on the product itself.

Can you use it on the waterline

It's a good eyeliner, looks dramatic and fine, and it can stay all day without smudging. However, when I used it on top of eyeliner stamp, it went all crumbling. I wouldn't put in on top of anything else.
