Does this have tweezers?

Yes it does have tweezers, they are in a little slot in the end of one of the handle scales.

How difficult are the blades/tools to pull open? Was thinking of buying one for my sister but she's tetraplegic and has some hand dexterity issues.

It would be hard for me to estimate the level of difficulty for a person with dexterity issues, not knowing that person. I can only state for the average person that the blades do not present an insuperable problem. Some of the other tools can present a degree of difficulty because one is required to be able to get a fingernail to reach the nail cutout in which case, it is not a major problem to pull said tool out. Difficulty in getting a nail under the cutout (where the tools are close together) is something liable to present anybody with a bit of difficulty, frankly.

Why can't I buy this from Northern Ireland?

I don’t know, must be an Amazon issue, because the other person who stated that buying knives online is illegal is incorrect.
