Could this be used to cool a motorhome fridge freeze

It dissipates heat and keeps heat-generating devices cooler, like games consoles, HiFis, BluRay players, etc. I don't think it would sufficiently cool a small fridge freezer though.

I don't think it's water resistant. I would think the ball bearings works rust quickly.
