Yes it can be as no glue is required to built this.

Q: The small 4 plastic pieces where the tower is fixed to the base don’t seem to fit properly. What am I doing wrong?

What you will find is that the base of the tower has little plastic bits on it, They only slot into place but not a hard fix like the plastic pieces. Its only sits in place. If you are going to keep it as a forever build, you could use plastic to plastic glue for the 1st row of the jigsaw, but keep in mind the replacement of the batteries
