My hair is 2b/2c will it create curls?

No. Not on its own. You do need to use one or more of the curl products

Can I use this on keratin treated hair?

If it has sodium chloride in then no you can not. It's salts/sodium chloride that can not be used post keratin.

Is this residue-free?

Yes it it, my hair is soft a replenished. Without any build up. I often just leave the conditioner on too, and this doesn’t leave any residue once my hair dries either.
