Can men use this to make eyes look darker and more thicker?

Hi Not sure what you mean but men could definitely use it. The best white eyeliner I own! Glides on very easily, soft tip. I use it on the waterline and corner of my eyes to make them appear larger and more awake. It will emphasize/highlight the colour of your eyes more too. Hope this helps.

Does this come off with soap and water?

It comes off with water. only use it in my water line so soap doesn’t really come into it, but yes it does come off easily with the rest of the makeup.
