Are these good enough to cut dies?

They might be. I got them to go with some metal star wars model kits. They are small, so good with cutting intricate bits etc. Hope that helps.

can these cut closed parrot metal leg band

Well that is an incredibly specific question. All I can say is that I used these to cut the stainless steel mesh from a sieve and while it did cut it ok it made them blunt and loosened the pivot mechanism. I would suggest these are really better suited to plastic and styrene. Perhaps try wire or tin snips?

Would these work on welded mesh sheet

I use mine for modelling, cutting mainly plastic, etched brass and small diameter wire and it's ideal. Not sure about the mesh sheet though. It would depend on the thickness. The actual cutting blades are only 10mm long. A small pair of sheet metal shears may be better. Hope that helps.

Would these cut through a fish hook?

Yes . . . within reason. It would very much depend on the size of the hook and the metal it was made from. Let's face it, these are best suited to cutting plastic parts from sprues etc. You would be better served by a pair of heavy duty pliers.
