How do you clean it? Can it be washed?

Yes it can. I clean it with a dettol wipe and then wash with soap and water. Dry thoroughly.

Is this toy suitable for a 16 month old? Description says it's unsuitable for kids under the age of 3?

Yes it is. Bought for my grandson of 5 months - I'm sure 16 month must be a misprint! He loves it.

Can this be submerged in water?

No, it cannot as water enters the plastic bit and you are unable to get inside to dry it. Found this out the hard way
