Can this be use on its side or does it need to be upright?

I am not sure I would think that it would need to be kept upright. It is quite small, so it fits into small places. It’s perfect for my grill and fire pit. I’m always a bit leery tipping it onto its side. You might contact the manufacturer.

Does anyone make a stabilizing base for this size tank (to prevent tipping during transport)?

I have never tried to find one. I always just pack it in between my gear and it stays in place nicely.

What's the width of the top?

The handle on the top around the valve is the same as a standard 20# propane cylinder (6 3/4" diameter) . The tank itself is about 8 to 8 1/2 inches in diameter (harder to measure that).

Is this ready for filling up propane? Because 1 of the comment its say no Vacuum
