Is there just one mini figure in each packet

Yes, one figure per packet, and is a lucky dip as to which figure you get.

I'm trying to get 10 packets to my basket because it's an add on item but it only limits 6 packs

the seller can put an maximun limit of items you can order. normally this is not to have to heavy to send. I have 12 pieces in stock, and have no maximum limit...

Are you sent 15 packets with one figure in each or is it one bag with 15 pieces in it?

You would receive one bag which would contain one figure and the amount of peices in the bag would depend on which figure the bag contained.
