Q: can this be used with dog litter instead of pee pads?

No. Has to be pee pads. That's because under the plastic grate there's plastic pegs that elevate the grate off the pee pad and not enough room for what you want to do. Hope this helps.

You can put a pee pad on it or wash it when it get dirty, it's easy to clean and doesn't stain. Please rest assured to purchase. Hope this is helpful.

Our dog didn’t like walking on the mesh so we put the pad on top - works like a champ. The pee pole still attaches through the puppy pad.
