Hi, this timer will alow you to set your lamp coming on any time, work long as you want and go off when you want, simple , there is switch which you can use to turn off manually if you want.

Is this capable to run a heat lamp for a bearded dragon

I run my turtles heat lamp off this and it works great. They are now able to get their 12 hours of heat / light everyday without me needing to be there.

No, but only in 15 minute segments. So mine goes off at 2215 until 0715 so my kids go to sleep!

Can this be set to switch off AND switch on at certain times?

Yes you use the dial around the timer to set it to times you want it to come on and off
