Would this pop on 10" x 2.75" Tubeless Electric Scooter tyres?

Yes it will do, I have done a 27.5 x 3 mtb tyre with it

Can this be used for suspension forks, ie RockShox ?

I wouldn’t, as you cannot measure how much air will be in the forks, also you could put way too much air into the chamber and damage the forks. A dedicated shock pump is what you need for forks.

Can you set the the psi for the tyre ?

This is used to seat tubeless tyres on a bicycle. You pressurise the canister to around 150psi using a normal bike pump. You turn a lever to release the air into the tyre rapidly to seat it on the rim. The tyre volume is a lot bigger than the volume of the canister so the tyre will have a few 10s of psi after seating. After seating the tyre a normal pump and guage will be needed to set the pressure correctly.
