Can these be cut to allow for pipe

I think they are designed to fit storm drains where the pipe stop above the drain hole. Having said that they can be cut but being stainless steel you will need good cutting tools.

What are the dimensions of the Swirl drain guard?

15cm X 15cm Mine came in pairs to the pack, so I ended up with double the number I needed. They are neat & tidy, and catch the rubbish well.

Does it need to be fixed with screws .

No it doesnt need to be fixed with screws. There is nothing you need to do except lay the drain guard over the drain. Its as simple as that.
