I would say yes it is, not that water runs off like a wax finish surface, but water doesn't soak in like it was bare wood. I painted a planed smooth finished wood, it has stood outside ever since and it was fine today when I visited and wiped damp leaves of it's surface with no ill effect observed. It's good stuff. I expect it to be in place for many years.

Have old property- can this be used on previously (about 20+years ago) varnished deep skirting boards to cover scrapes etc

I would think so, If they are made of wood, I can't see a problem .I was impressed with the stain and would use it again.
