Does this have the 3.5 “ thick foam padded seat ?

No there is not a key. To lock it you will need to purchase a bike lock that has a long enough chain to lock it to a permanent fixture outside or inside a mall shopping area to prevent from anyone attempting to steal it. It also has a bell on the handlebar. The motor is extremely quiet.

Can you get replacement batteries?

They come with 2 batteries and you also can buy them on amazon I make sure both of mine are charged and they I switch it out when the battery died. It only happened once.

Can it use a 48v/4ah battery?

It comes with 2.0 AH batteries. If you could find a source for a 4.0 AH battery the case must be no larger than the current batter and the battery interface connections must be the same also.
