What is the difference between US and International versions?

Quality - and the international (grey) version has no warranty.  The US version is expected to be higher quality.  The international versions typically work fine but the risk is they are built "slightly" different and have no warranty.  I can tell you; my Tamron (US Version) 10-30 is my money maker as an architectural and real estate photographer.  However; if you're working with the Nikon DX (cropped sensor), the Tamron DX version 10-24 is also great and less money.  I have both.  I shoot Nikon D610's and D7200's.  Any lens that I have for my DX cameras, I also have the FX equivalent as well.  Plus: by using DX and FX cameras on the same job, your lenses become multi functional.  A 100mm FX lens equals (about) a 150mm on DX cameras; so a 300mm FX lens becomes about a 450mm on a DX.  This reduces how many lenses you have to carry when out in the field.  I also have insurance on my gear so while I prefer buying the higher grade; coverage for damage is still protected either way.

I'm confused it's DX equivalent to 22.5mm or 24mm?

On a Nikon, the sensor is 24mm across, 1/3 smaller than 35mm film (36mm across). When you capture only the middle 2/3 of the image generated for 36mm film or sensors, the effect in the same sized print appears to be a 50% enlargement, or magnification factor of 1.5X. So, people say... 15mm has a DX equivalent of 22.5mm. 30mm times 1.5 would look like 45mm. This applies only to crop factor. i.e. 15mm on a DX camera would not render the same image as 22.5mm with this lens on a "full frame", but the subject included left to right would be the same width. The picture would still differ the way wider-to-narrower images always do. Sorry. Maybe too detailed, but I have trouble saying "equivalent" when it is not fully accurate.

Is this a full frame lens? Or cropped?

It can be used on both. However if using on a crop sensor camera it will effectively be a 22.5-45mm assuming a 1.5 crop factor. If you are a Nikon shooter they have wide angel lens designed for crop sensor bodies I think it is a 10-24mm. It is a great lens regardless and I tend to shoot around 24mm for landscapes so doesn't really matter on crop or full frame.
