The solution should not be used for your application because it contains water. If you add a solution to the oil, the water and oil will separate. We do offer sodium hydroxide pellet - typically, you would mix 5 grams of pellets per liter of oil. You can return the solution to Amazon and get the pellets (See https://www.amazon.com/dp/B077T7K9V2 and https://www.amazon.com/dp/B0754NTV2Q), or contact the seller directly for assistance.

Is this the same as: naoh solution .25n for lactic acid test kit?

No. 0.1M equals 0.1N so it is different from 0.25N
