Q: Does this need wetting before its adhesive is activated? Am wondering if this is why some people say it doesn't stick very well. Thanks.

I've never wetted it. I just put it on the fabric, cover with a very thin old hankie and iron on setting 2 for about 10 seconds. Works for me

Mine had no instructions either. Iron on interfacing should be applied with a damp cloth. Cut interfacing to size, apply shiney/glue side down, carefully put damp cloth over the top and press with iron for around 10 seconds (may vary depending on iron/cloth so as not to burn), do not move iron about as may cause interfacing to move. Remove cloth and allow to dry.
