Honestly I would say it is too basic for a 4 year old.

Yes Fat Brain’s website confirms that they are BPA free. My sons both enjoyed playing with these well into their pre-school years.

Would this be suitable for a 2yr old?

I think it depends it on the 2 year old. If they are not yet building tower blocks independently then they would use but if they are then they may not get much use from it. I bought for my 1 year old and he is still playing with it a little but is almost 18 months now and can see novelty wearing off.
