Is this water resistant or water proof?

I am not prepared to test it but the material feels water resistant. So it could withstand some light rain but wouldn't do well with a spilled drink. Please be aware, I have NOT tested it.

How much does it weigh?

This sleeve is very lightweight. Very well made and has a quality look about it.

Does this fit a macbook air 13"

Hi, I don't think it will fit the macbook air 13 , as it only just fits the 11.6 macbook air. I bought the smallest belkin cover , there is a larger size you could try , this is an excellent case .

I cannot answer that I am sorry all I can say is that my hubby's chromebook fits in it comfortably. The measurements are: chromebook 21x29 (8x11 1/2") the case 22x33 (8 3/4 x 13"). hope that helps
