Would this adhere to plastic or glass? Im thinking of using it for scene setters and window silhouettes for the holidays.

I found that it needs some kind of texture so the putty fills and grips. I've had to scratch up a laminated sign for it to stick to it.

Why is the price $2.72 for one and $44.99 for two? The price for 3, 4, or 5 looks wrong also.

Because it's a 3rd party seller. Amazon doesn't set the price for 3rd party sellers. You'll find a lot of people on Amazon trying to sell stuff for ridiculous prices. Guessing they are trying to get lucky with a customer who accidentally buys their overpriced item or who doesn't know any better. I very rarely buy from 3rd party sellers. I'll usually only buy from a 3rd part seller if they are the ones who make the product.

Will this work on glow in the dark stars

Yes! It worked for me! 1 or 2 have fallen off after over a year but out of 100 I don't think that's bad!

Will this work on ceramic tile in a bathroom (so there will be lots of moisture)?

it will work, just make sure when you initially mount the item that the area is completely dry and free of debris and that you do a good job securing it with the putty, you should be fine.
