What is tip size ? .05 or 1

The POSCA paint marker referred to as "Fine" is actually the 3M model which has a bullet tip with the tip size of: .9mm-1.3mm or in inches, .04"-.05". The smallest end of the tip size range would result when used in a vertical position. As the pen is tipped at an angle, the result thickens a bit.

Would these bleed/run on pourous canvas bag?

They are paint and I’m told they don’t bleed on fabric but I find they will bleed Pom porous surfaces

Can I use this to outline my fabric painting? Are the lines crisp?

If you get the 0.7 mm or 1 mm yes good outlining pen. This is acrylic paint which may be different than fabric pain.
