I have an appalling dragon tattoo on my arm. Will this cover it up please?

Yes it does. Very small pot but works very well.

Does it transfer onto clothing?

No, if you the clothes just lightly touch your face. But you have to set them with some translucent powder first though. I find this concealer really worth the money. I am on my 5th one now. And will continue buying them.
