Will this 2023 models work on bare floors exclusively? Will the brush actually touch and scrape?

It is a carpet and rug cleaner so there are better hardfloor cleaners out there.

Does this work on shag??

Yes, we have a shag carpet in our home theater room. I actually plan on doing that room again shortly. This machine works great. But do not use anything other than the recommended shampoo as it will gunk up the parts and it wont work right eventually. My Wife was trying stuff like oxy clean and that ruined it.

Is there a difference between this & the 1986 model besides the hose & cleaning samples?
