Can this be used with an ESP32-WROOM?

Yes any micro-controller with rx/tx pins can communicate back and forth with the display over serial as long as both are set to the same baud rate. You can power the display from a dedicated 5V source rather than the USB pin off the MCU, but the MCU and display must share a ground.
