Is the seat made of memory foam?

No. It's that white foam stuff they use to make those boxes, that companies ship food in to keep cool. They just cut it into a form of a seat. But the entire product is very well made and works great! Been using mine around the house and out in public for a few months now. I love it!

It's a nylon strap, not padded. However it falls pretty low, it will most likely fall at or below your bust line so you should be fine.
