It says 4 pack...is it really 4 complete sets?

No one doll head and with all the accessories. Not sure why it says 4 pack.

How cold and how hot does the water have to be for this color changing thing to work? I tried warm water then cold and nothing happened

Hello! Warm water is used to remove the color. Please use ICE cold water, with ice cubes to activate the color feature.

How heavy is the base? Does it stay upright when doing the hair?

It's not heavy and it does stay upright but stay away from this toy if your child actually wants the makeup function to work. The whole reason I purchased it was for the color changing makeup. Doesn't even attempt to change color no matter how cold the water is. We even tried an ice cube. Ridiculous. Stay away.

Can it be realistically big enough?

Realistically how ? It’s pretty big. I would say as big as a human toddler head.
