Why there is no LED illuminating when the test button is pressed?

Controller might has run out of power and needs charging. Ensure the wires are connected well, apply the brake for 20s. If indicator does not illuminate, apply the brakes for another 20s before connecting it to the auxiliary battery for activation.

Can built-in solar panel charge for the battery of the trailer breakaway kit?

No. The solar panel is just used to protect the battery from running out of power, rather than charge for the battery. You can charge it by connecting as our diagram from vehicle's battery or use an external 12V battery for charging.
