Can I use a hand pump to inflate it?

Yes, but it will take a long time and will not fill the cylinder. It is recommended that you buy a compressor, you will eventually like it.

Does it come with the regulator and pressure gauge?pressure gauge

Yes. The regulator, pressure gage/line, and secondary reg/line (mouthpiece) are all attached on one unit included. Also the tank fill fitting is on the regulator. Once you screw the regulator onto the tank, it will stay with that tank unless you buy a replacement tank.

How long does it take to fill the tank with the compressor?

Depends on the compressor. You won't be able to fill using a regular workshop compressor. Needs 3000 PSI capacity.

Is this compatible with an 8 mm compressor quick connector?

I bought a basic air compressor and yes it connected perfectly with the standard connection.
