I bought this for use in my office where the air conditioning never works. I regularly wear it and there is no issue with the noise. It has 3 settings but to be honest i never use it above the first as this is more than enough to keep you cool. Its well built and nice and comfortable when wearing it.

Not too big or too heavy for a 9 year old - my 7 year old nephew was wearing mine and was ok with it.
