Someone with perfect pitch has the potential to be a great tuner. OK, seriously, an app on my works in a pinch. But, I have a snark and it fits my needs. They are Amazon Choice in the $10-15 range. The only issue is clipping on the end of the peg box. Some ouds are easier for the tuner to clamp on to and stay on than others.
