It burns and the product isn’t the same as it shows in the picture

There was a warning on the back of this saying not to use this EYELINER near the eyes. Below my eyes (where the cheek starts) I applied this and it made my eyes so watery that I couldn't continue applying my makeup. I'm hoping to use this for other things, but don't get this product for its use.

Did a trial run for my Halloween makeup last night. While the color is a nice vibrant green, I had to dipping applicator brush into the liquid eyeliner because it is just such a thin tiny little brush that you don't get enough to do full lines. I feel this needs to be improved on. I've also yet to go to the club with the stuff on so I don't know if it's going to actually glow under UV light.
