Will this fit on a door frame that has a picture rail attached,or a picture rail that butts up to the door jam?

Unfortunately not because at the back is a square shape so it fits perfectly to the door frame.The only way you could get it to fit is cut away a piece of the picture frame

Is this suitable for outdoor use?

I very much doubt it.It is sold as an indoor ornament.Not sure what it's made of but doesn't look like it would be suitable outside.
