Mine was dead out of the box.
I bought this along with the Y splitter so I could charge my phone while running my fish finder in my kayak. Yesterday my phone went dead while fishing, but no problem, I just plugged it into USB port provided. The problem is it was dead too. This was the first time I used it. There was no power to the USB port at all. Too bad because it's a nice idea.
