Q: Do the wheels stay on the shoe and don't have to be popped out to walk?

The wheels are stationary. Don't need to pop in and out. To walk the wheels are still out. When you walk without the roll is more of a toe heal kind of movement at first until you become adjusted to the wheel in the back. My son is able to walk and roll... It's a learning curve

Yes wheels are included and plugs to fill the holes if you remove the wheels to wear as regular shoes

No. I think one size up is always good especially when it comes to kids and their growing feet. I bought a size bigger for my daughter and it fit her just right. Hope this helps.
