Will this remove tarter on cats back teeth?

Is this tool supposed to vibrate? I have received two of these so far. The light comes on, but nothing else happens.

It’s a safety feature of the tool. It only vibrates when the tip is on a hard surface like a tooth. This is in case your hand slips with a wiggly dog.
