You can use the ramp without screwing it to the floor, the back of the top extension board is equipped with anti slip pads to prevent the ramp from moving. However, using pins will be more stable.

Will this ramp work for 1 9" step?

If I understand correctly, you are asking if it will work on 1 step that is 9 inches high. The instructions state: Using height range is 3.2"-8.9".Best recommended using height is 5.9". So based on that you are 3' higher than recommended. I would recommend buying a longer ramp. Longer ramp allows more height. You probably need a 5 to 6ft ramp.
