Yes, the body of the bag is soft.

Is this bag TSA compliant?

I just traveled with it and it easily fit in the overhead bin. I didn’t check the bag, so I can’t say how it will fair under the plane or with luggage handlers

can i carry this on flights or is it too big that i have to check it in?

I have not used it yet. Got it for a future flight, but it should fit in the overhead compartment of the airplane.
