Q: I bought a UK size 5 but find them too big they are sliding off my heels Would a size 4 be too small

If you usually wear normal fit shoes maybe coming down half/one size might be alright. As I have a wide fit buying the relaxed fit shoe for me is true to size. Hope this helps.

Q: Usually a 6.5 should I get a 6 or 7

I found the size quite generous. Depends if you wear thick socks . I’m 7 1/2 and found the 8 quite loose. On the other hand maybe the 7will be too small!! Pity they don’t do half sizes.

Q: are these relaxed fit?

I found these shoes to be a little on the big side. This is because you can't tighten the shoe by laces/ or strap. So, yes I would describe them as relaxed fit

Q: If I wanted to replace the bungees with laces, in order that I can control how tight they're fastened, would that work?

That might work, but your laces would go through ribbon, as that is the fabric holding the elastic. Also I’m not sure you could tighten the laces more than the elastics allow as the upper would be folded over or crushed together and I don’t know that that would be comfortable.
