Will this work with a 2008 smart car? Are the rims included?

No rims but yes it do fit an 2008 smartcar. I got 2tires for the front of my 2008 smartcar fortwo passion cabrio. About to get another 2 for my rears. I had it shipped and installed by Pepboys. Hope it'll work out for you too.

How many miles can I expect out of these tires?

They last very close to their mileage rating. Smaller tires means if you do travel long distances often, or have a long distance commute on these, they end up needing replaced more often, it seems like, than typical larger tires/cars. They get eaten up much faster during hot summers.
