You could use AR300M16 connect to cruise's Wi-Fi and then share the internet to other people from AR300M16.

can i connect this to my wifi at home, then take the mini portable wifi device with me on trips and use my wifi as if i was using internet at home?

You could but that would add some inefficiencies to your use at home. I suggest using a different "SSID" with it and configuring your devices to also connect to it. When you are at home, it will be off and your devices will connect to your home wifi. When you are traveling, it will be on and your devices will connect to it instead.

I have my own openvps server at home. can i connect to my home openvpn server with this router instead of publicly available openvpn servers?

Yes you can. You should have a ovpn file that can be upload to the router.
