Almost certainly yes. While you'd need a definitive answer from the manufacturer, it would be very unusual - and unnecessarily expensive - to add lead. They certainly don't have the blue-grey cast of leaded crystal, they're far too cheap for leaded glass, and are clearly moulded rather than blown. They're good value and look well for the price.
