Does this plug into a regular outlet and can you use 8 oz bags instead of 10 oz

Yes, it plugs in to a standard US 110v outlet. You can use 8 oz bags or any amount up to 10oz. We buy our popcorn in bulk and make many different sized batches based on how much we want at the time.

No, you can't purchase the cart separately.

can I use sugar to make sweet corn too in this machine?

Use super fine sugar and sprinkle it on after the corn is done popping

What volume are the two measuring cups?

No measuring cups—includes popcorn scoop, popcorn bags and plastic popcorn containers (classic red and white stripes). I ordered the pre-measured 10 oz popcorn kernels/coconut oil/salt packet case along with the popper. Well worth it!
