There are (2) dimensions. Inner seal is a 3 inch diameter seal, which sits inside the basket. The second dimension is the overall "lip" which seals the inner seal of the basket; 3 1/4 inch diameter.

Q: why can this plug not be shipped to a California address?

Q: Does this stopper fit down into the drain, or at the top of the drain so that it sticks out into the basin of the sink?

Inner flange diameter - 3 1/8". Outer diameter - barely greater than 3 1/4" (not a full 3 5/16"). It sticks up into the basin of my sink, and barely provides a seal so that the most minor bump to it results in a leak. The inner flange rests within the drain, but the out flange keeps it from resting down inside the drain.

Q: Is this easier to pull out than the plastic stopper?

I have no problem pulling out the InSinkErator STP-SS what-so-ever. If you are having a problem breaking the suction, you can simply open drain function with this stopper.

Best Stopper I Have Found!

I couldn't find a stopper that would seal up my sink without losing the water that I use to soak dirty dishes. I checked the local grocery store, hardware store and big box home improvement stores....all of them leaked. This one works! Seals it up like it should and no more coming home and finding all the water drained out of my dish soaker. I took one star away because the grab knob on the top is slightly smaller than necessary in order to comfortably pull the stopper out of the drain when its time to change the water. My spouse and kids made the same spontaneous remarks which is the only reason I mention it. It is well constructed of high quality materials and handsome, I expect it to last 10+ years. Hope this helps
