Can i stack the tools for school drawer securely on top of shelf?

I think you are asking if you can put this unit, on top of a shelf? With no sides (like an enclosed locker). I would think it may be wobbly, without it fitting tightly into an enclosed space. It needs the support on the left and right (I believe)... it is expandable for the inside of a locker or maybe cabinet, but those sides of locker or cabinet help to keep it stable. I would not recommend it to be 'free-standing'. It may stand up fine, but if it is bumped or knocked, it would easily fall over (if free-standing).

Can the shelf support 7 lbs? What is the maximum weight?

I haven't measured the weight capacity, but pushed down hard on the shelf and it held pretty well. I use it in a locker and have a bag of miscellaneous items on top and it's pretty sturdy.
