i have aBell+Howell Splash WP7 12 MP Waterproof Digital Camera will it fit?

As long as you camera has a place for a strap to attach it will work. It has a very thin, almost cable like, attachment that appears to be fairly universal. In my opinion you'd be safe to purchase.
